Yury Dyakov was graduated as fish biologist and pisciculturist from Astrakhan Institute of Fisheries in 1971 and sent to work in Kamchatka Branch of the Pacific Research Institute of Fisheries and Oceanography (KoTINRO, later and now KamchatNIRO - Kamchatka Research Institute of Fisheries and Oceanography).

For the period of his work in the institute has been engaged in studies of population structure of black halibut, was dealing in studying biology of Pacific cod and stock abundance dynamics of flounders. He took part in a number of sea expeditions and has more than 60 articles published in Russia and abroad. Yury Diakov participated in many Russian and international conferences and workshops and prepared a monography. In the Kamchatka regional Soviet of  People’s Deputies he has been a member of the Committee on Science, Culture and Education.

His work now generally consists in making forecasts of the total allowable catch on marine fish and shellfish species in the waters adjacent Kamchatka Peninsula, including the Western Bering Sea. He also provides studying biology and stock abundance dynamics of  mass flounder species on the shelf of West Kamchatka.

Yu.P. Dyakov is a member of the Scientific Consultative Board of  the Ichthyological Commission on the biological resources of the World Ocean,  he is a member of the Section of Commercial Oceanography, a chairman of the Far East Regional Council on the Marine Demersal Fish, a member of the Far Eastern Fisheries Counsil to forecast state of the biological resources.

Since 1991 he has been a Chief Editor of the journal «Researches of aquatic biological resources of Kamchatka and Northwest Pacific Ocean». The journal has been included into the «List of general peer-reviewed scientific journals and editions, publishing results of dissertations submited for  a candidate or doctor degree».

In 2009, on defending his dissertation «Flatfish species of Far Eastern Seas of Russia: spatial organization  of fauna, time and length of spawning, species population structures, population dynamics», Yu.P. Dyakov became a Doctor of Biology Science.
